Title: Air Quality Designations for the 24-Hour Fine Particle (PM2.5) National Ambient Air Quality Standards 
Abstract: This action would finalize the designation of each area of the country as attainment, nonattainment, or unclassifiable with regard to the 2006 24-hour PM2.5 NAAQS. The notice for these final area designations was signed on December 22, 2008, but was not published and is currently under review. In 2006, EPA revised the 24-hour PM2.5 NAAQS from 65 micrograms per cubic meter (µg/m3) to 35 µg/m3 and retained the annual PM2.5 NAAQS of 15 µg/m3. The revised 24-hour PM2.5 NAAQS was published on October 17, 2006 (71 FR 61144) and became effective on December 18, 2006. The 24-hour PM2.5 NAAQS was revised based on a number of health studies showing that short-term exposure to PM2.5 is associated with increased mortality and a range of serious health effects, including aggravation of lung disease, asthma attacks, and heart problems. The designations given in this rule are for the 2006 24-hour PM2.5 NAAQS. The area designations for the 1997 24-hour PM2.5 NAAQS remain the same. EPA has not previously revoked, and is not by this action revoking, the 1997 24-hour PM2.5 NAAQS.
