Title: ●National Emission Standards for Hazardous Air Pollutants for Reciprocating Internal Combustion Engines | |
Abstract: This proposal is intended to establish national emission standards for hazardous air pollutants (NESHAP) for existing stationary reciprocating internal combustion engines (RICE) (gas-fired and diesel) that are either located at area sources of hazardous air pollutants (HAP) emissions or that have a site rating of less than or equal to 500 brake horsepower (hp) and are located at major sources of HAP emissions. The proposal also establishes NESHAP for existing stationary compression ignition (diesel) engines with a site rating of greater than 500 brake hp that are located at major sources of HAP emissions. EPA has previously promulgated NESHAP for new stationary RICE located at major sources of HAP emissions, existing stationary spark ignition (gas-fired) engines that have a site rating of greater than 500 brake hp and are located at major sources of HAP emissions, and new stationary RICE located at area sources of HAP emissions. This regulation will complete our statutory obligation to establish NESHAP for stationary engines at major and area sources. We are also taking comment on (1) the feasibility of approaches that would further reduce the remaining diesel engine emissions (PM2.5 and black carbon), including requiring use of catalyzed diesel particulate filters; and (2) approaches that would address emissions during startup, shutdown, and malfunction periods. | |
