Title: ●Procedures for Transportation Workplace Drug and Alcohol Testing Programs: Alcohol Testing Form and Drug and Alcohol Management Information Systems Form Updates | |
Abstract: The Office of Drug and Alcohol Policy and Compliance (ODAPC) would amend its drug and alcohol testing procedures to authorize employers to begin using the updated U.S. DOT Alcohol Testing Form (ATF) and the Management Information System (MIS) Data Collection Form. These forms were updated as a result of the Department´s routine submission and subsequent approval of an information collection notice in accordance with the Paperwork Reduction Act (PRA) of 1995. In approving the Department´s submission, OMB required minor updates to the standard PRA language on both forms. The ATF and MIS were also updated to include the current address of the Department, and a DOT form number. The ATF was also updated to include additional instructions to the testing technician so that the tamper evident tape does not obscure the test result and the legends of the test result boxes were adjusted so they don´t obscure printed test results. Other than the changes just mentioned, the content and format of the forms from the previous versions would remain the same. Both forms are used in the DOT´s drug and alcohol testing program which applies to the FRA, FAA, FTA, FMCSA, PHMSA, and the USCG (MIS form only). The ATF is used to document data from each alcohol test conducted, to include the test results, and used by employers to take appropriate action to ensure safety in the workplace. The MIS form includes employer specific drug and alcohol testing information (e.g., reason for the test, cumulative number of positive, negative, and refusal results) which is then used by each of the affected DOT agencies when calculating their random testing rates. This Direct Final Rule is necessary so that we can republish the forms with the updated information. | |
