Title: Maneuvering Speed Limitation Statement 
Abstract: This rulemaking would clarify the transport category airplane airworthiness standards on flying at or below the design maneuvering speed (VA). This action results from an accident investigation and responds to a National Transportation Safety Board recommendation. The intended affect of this action would be to prevent a misunderstanding of what VA is and the extent of structural protection that exists when an airplane is flying at speeds below VA from causing or contributing to future accidents.
