Title: Excess Risk Estimate for Highway-Rail Grade Crossings Along the Florida East Coast Railway Line | |
Abstract: This rulemaking would provide an excess risk estimate for silencing the locomotive horn at grade crossings on the Florida East Coast Railway line, which are currently subject to FRA Emergency Order 15. In this rulemaking, FRA would also rescind Emergency Order 15, which is inconsistent with FRA´s Final Rule on the Use of Locomotive Horns at Highway-Rail Grade Crossings. These actions will facilitate quiet zone development by providing affected Florida communities substantially greater flexibility in establishing quiet zones than they currently have under FRA Emergency Order 15. | |
