Abstract: This rulemaking would have interpreted 49 U.S.C. 28103 and provided guidance relating to the permissible scope of punitive damage awards in the context of tort litigation involving rail passengers. Upon further exploration, it has been deemed unnecessary to issue a rulemaking on this subject matter
