Title: Pipeline Safety: Administrative Procedures, Address Updates, and Technical Amendments 
Abstract: This rulemaking would codify the administrative practices and procedures outlined in the Pipeline Inspection, Protection, Enforcement, and Safety Act of 2006 (PIPES Act) into the Federal pipeline safety regulations. It would outline the process PHMSA will use to issue safety orders and specifies how requests for emergency special permits should be submitted. This rulemaking also would include minor amendments and updates reflecting the recent relocation of DOT Headquarters and updates PHMSA?s mailing and Internet addresses.

Overall Description of Deadline: Section 13 of the PIPES Act (amended) provides a statutory standard for issuing a safety order. Prior to issuing a safety order, the Associate Administrator (AA) must find that a pipeline facility has a condition that posses a pipeline integrity risk to public safety, property, or the environment, and outlines the factors the AA for Pipeline Safety must consider. If a condition exists, an operator must be given notice and an opportunity for a hearing prior to issuing a safety order.
