Title: ●Pipeline Safety: Incorporation by Reference of American Petroleum Institute (API) Standards 5L and 1104 | |
Abstract: This rulemaking would incorporate by reference two American Petroleum Institute (API) standards: the 44th edition of API 5L, "Specification for Line Pipe" and the 20th edition of API 1104, "Welding of Pipelines and Related Facilities." The former specifies the minimum design requirements for the construction of seamless and welded steel-lined pipe and the latter specifies methods for the production of high-quality welds through the use of qualified welders using approved welding procedures, materials and equipment. This rulemaking would be issued as a direct final rule because PHMSA is retaining the current standards and this rulemaking would provide pipeline operators with the option of using the current standards or the standards that would be adopted in this direct final rule. | |
