Title: State Cemetery Grants | |
Abstract: The Department of Veterans Affairs (VA) is proposing to amend its regulations governing grants to States to establish, expand, and improve State veterans cemeteries. We propose to implement through regulation new statutory authority to provide grants for the Operation and Maintenance of State veterans cemeteries, as implemented by the Dr. James Allen Veteran Vision Equity Act of 2007 (The Act) (Public Law 110-157), enacted on December 26, 2007. Section 202 of the Act expanded VA authority to provide grants to States for operating and maintaining State veterans cemeteries and limited to $5 million the amount that VA could award for such grants in any year. The Act required within 180 days of enactment that VA publish regulations on implementing the new authority. VA proposes to amend its regulations to outline the process, the criteria, and the priorities for the award of these Operation and Maintenance grants. The rule also makes changes in arrangement and numbering of the regulation sections and removes specific forms from section 39.26 because all forms cited in this part are available at http://www.cem.va.gov/cem/scg_grants.asp. | |
