Title: ●Rule Concerning Disclosures Regarding Energy Consumption and Water Use of Certain Home Appliances and Other Products Required Under the Energy Policy and Conservation Act (Appliance Labeling Rule)
Abstract: Section 321 of the Energy Independence and Security Act of 2007 requires that the Commission conduct a rulemaking to consider the effectiveness of current energy labeling for lamps (commonly referred to as “light bulbs”) and to consider alternative labeling approaches. On July 17, 2008, the Commission published a notice in the Federal Register requesting comments on this topic. 73 FR 40,988. The comment period ended on September 29, 2008. As part of this effort, the Commission also held a public roundtable meeting on September 15, 2008. Staff anticipates sending a recommendation to the Commission during fall 2009. Section 325 of the Energy Independence and Security Act of 2007 provides the Commission with authority to promulgate energy labeling rules for consumer electronics, including televisions. On March 16, 2009, the Commission will sought comment on whether it should require labels for televisions, personal computers, cable or satellite set-top boxes, stand-alone digital video recorder boxes, and personal computer monitors, 74 FR 11045. The Commission also sought comment on the need for such disclosures, any appropriate test procedures, the format of labels or disclosures, and the placement of labels on the products.
