Abstract: The General Services Administration (GSA) is proposing to amend the Federal Travel Regulation (FTR) provisions pertaining to the use of United States air carriers under the provisions of the "Fly America Act." The proposed rule would incorporate language based on the United and European Union "Open Skies" Air Transport Agreement.
