Abstract: The Office of Personnel Management plans on publishing a proposed regulation to change the cost-of-living allowance rates received by certain white-collar Federal and U.S. Postal Service employees in Puerto Rico and U.S. Virgin Islands as a result of living-cost surveys conducted by OPM in the Caribbean in 2008 in accordance 5 U.S.C. 5941.
