Abstract: This document proposes amendments to the Small Business Innovation Research (SBIR) Program Policy Directive. These proposed amendments incorporate changes to SBIR program eligibility requirements made by the Small Business Administration (SBA) in 2005, a requirement from Executive Order 13329 "Encouraging Innovation in Manufacturing" to give priority to manufacturing-related research and development, a requirement from the Energy Independence and Security Act of 2007 (Pub. L. 110-140) to give priority to energy efficiency and renewable energy system research and development, an update to the Policy Directive's Appendix on Date Fields for the TechNet Database, an added requirement for Federal agencies to accurately code Phase III awards into the Federal Procurement Database System, and several miscellaneous corrections to the text of the 2002 SBIR Policy Directive. | |
