Title: FAR Case 2008-005, Procurement Goal for Native Hawaiian-Serving Institutions and Alaska Native-Serving Institutions
Abstract: The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are issuing an interim rule amending the Federal Acquisition Regulation (FAR) to implement section 891 of the National Defense Authorization Act for Fiscal Year 2008. Section 891 provides that Native Hawaiian-Serving Institutions (NHSIs) and Alaska Native-Serving Institutions (ANSIs) are to be treated in the same manner as Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), and Hispanic-Serving Institutions (HSIs) with regard to certain prime and subcontract small business award goals. This rule amends the FAR accordingly. This is a significant regulatory action and, therefore, was subject to Office of Management and Budget review under section 6 of Executive Order 12866, Regulatory Planning and Review, dated September 30, 1993. This rule is not a major rule under 5 U.S.C. 804.
