Title: Defense Priorities and Allocations System 
Abstract: The Secretary of Agriculture is authorized to establish a system of priority performance contracts and allocations of certain agriculture-related resources, as necessary, to meet national defense priorities. Current Department of Agriculture "stand-by" procedures to implement this authority are out of date and generally inadequate to meet Government or National needs should a situation arise that calls for exercise of the authority. As a result, the Farm Service Agency is proposing permanent regulations to allow USDA to efficiently place priority ratings on contracts or orders with respect to resources within its authority should the need arise. FSA envisions regulations similar to the Department of Commerce’s Defense Priorities and Allocation System (DPAS) for establishing priority ratings for contract performance.
