Title: Supplemental Revenue Assistance Payments Program (SURE) | |
Abstract: New regulations in 7 CFR 760 will implement provisions of the 2008 Farm Bill regarding SURE. SURE uses funds from the Agricultural Disaster Relief Trust Fund (Trust Fund) for crop production or quality losses incurred on or before September 30, 2011. The new provisions are for SURE payments to eligible producers on farms in disaster counties and on farms in which weather-related losses exceeded 50 percent of the normal production for that year. SURE payments will be issued to eligible producers in an amount equal to 60 percent of the difference between the disaster assistance program guarantee and the total farm revenue for a farm. Producers are required to purchase coverage under the Noninsured Disaster Program (NAP) for their eligible crops as a prerequisite to receiving assistance under SURE. Producers meeting the definition of socially disadvantaged, limited resource, and beginning farmer or rancher will be exempted from the requirement to purchase crop insurance or NAP coverage. | |
