Abstract: The Agency proposes to revise regulation 7 CFR part 3565 to reflect policies for less risky underwriting criteria, the use of loan funds, the guarantee during construction, the enforcement of criminal penalties and civil sanctions for equity skimming, and modifications to program requirements to decrease the Government exposure.
