Title: Applying for Free and Reduced Price Meals in the National School Lunch Program and School Breakfast Program, and for Benefits in the Special Milk Program | |
Abstract: The regulations for determining eligibility for free and reduced price meals and free milk in schools will be revised to require that: (1) Descriptive materials distributed to parents and guardians contain a notification that: -- Participants in the special supplemental nutrition program for women, infants, and children (the WIC program), the Food Stamp Program, the Food Distribution Program on Indian reservations, and State Temporary Assistance for Needy Families (TANF) programs may be eligible for free or reduced-price school meals; and -- Documentation may be requested for verification of eligibility for free or reduced-price meals; (2) Eligibility determinations for free or reduced-price school meals (other than cases where “direct certification” is used) are to be made on the basis of a complete application executed by an adult member of the household or in accordance with guidance issued by the Secretary. It will also stipulate that the household application must identify the names of each child in the household for whom free or reduced-price meal benefits are being requested and bars State agencies and local educational authorities from requesting separate applications for each child in cases where the children attend schools in the same local educational authority; (3) Explicitly permits applications with electronic signatures if the application is submitted electronically and the application filing system meets confidentiality standards set by the Secretary; and (4) Eligibility for free or reduced-price school meals remains valid for one year for most students. Eligibility would remain in effect beginning with approval for the current school year and ending on a date during the subsequent school year determined by the Secretary. An exception is included for cases where verification activities indicate ineligibility. (04-012) | |
