Title: ●Revisions to Automated Data Processing and Information Retrieval System Requirements and Principles for Determining Costs Applicable to State Agency Administration 
Abstract: This Proposed Rule would amend the regulations governing the Supplemental Nutrition Assistance Program (SNAP) to implement section 4121 of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-246) (FCEA). This provision adds plans for proper testing to the criteria USDA must apply when deciding whether to approve Federal funding for new State automated systems, including pilot projects in limited areas for major system changes. This Proposed Rule would also revise the SNAP regulations throughout 7 CFR part 277.18 (Establishment of an Automated Data Processing and Information Retrieval System) to provide clarifications and updates, which have occurred since this section was last updated in 1996. In addition, it would remove Appendix A to 7 CFR part 277 (Principles for Determining Costs Applicable to Administration of the Food Stamp Program by State Agencies) and relocate the few sections which need to be retained into other areas within 7 CFR part 277. FNS has not yet estimated the impact on the U.S. economy or the paperwork burden associated with the provisions of this proposed rulemaking. (09-011)
