Abstract: The Paleontological Resources Preservation Act (PRPA) was passed as part of the Omnibus Public Lands Management Act of 2009. The PRPA requires the Interior agencies and the Forest Service to manage and protect paleontological resources on Federal land using scientific principles and expertise. The PRPA requires the Secretary to develop plans for the inventory, monitoring, and scientific and educational use of paleontological resources. This includes developing regulations on the qualifications required for obtaining a permit to collect and study paleontological resources on Federal lands. Although the PRPA generally prohibits the collecting of paleontological resources without a permit, it provides an exception for casual collecting at the agency's discretion. The rule would also define casual collecting, provide for confidentiality of locality, and address criminal and civil penalties. | |
