Title: Competitive and Noncompetitive Non-Formula Federal Assistance Programs--General Award Administrative Provisions and 1890 Capacity Building Grants Program
Abstract: NIFA is proposing to add subpart L to 7 CFR 3430 for the 1890 Capacity Building Grants Program authorized under section 1417(b)(4) of the National Agricultural Research Education and Teaching Policy Act of 1977, which was amended by the Food, Conservation, and Energy Act of 2008 (FCEA)(Pub. L. 110-246). The purpose of this program is to design and implement food and agricultural programs, or programs emphasizing rural economic, community, and business development to build teaching, extension, and research capacity at colleges and universities having significant minority enrollments (i.e., 1890 Land-Grant Institutions).
