Title: Rural Energy for America Program--Section 9007 | |
Abstract: The Renewable Energy Systems and Energy Efficiency Improvements Program (section 9006 of the Farm Security and Rural Investment Act of 2002 (FSRIA)) has been expanded and renamed to the Rural Energy for America Program (REAP) by section 9007 of The Food, Conservation, and Energy Act of 2008. In addition to the financial assistance for renewable energy systems and energy efficiency improvements under 7 CFR part 4280, subpart B, the program now provides grants for energy audits and renewable energy development assistance, which will be implemented in 7 CFR part 4280, subpart C, and renewable energy feasibility study grants will be incorporated into 7 CFR part 4280, subpart B. The program will increase energy independence and promote resource conservation, diversify markets for agricultural and forestry products, create jobs and enhance economic development in rural economies. Eligible applicants under 7 CFR part 4280, subpart C include units of State, tribal, and local government; land grant universities and other institutions of higher education, rural electric cooperatives or public power entities; and any similar entity determined eligible by the Secretary. Eligible entities under 7 CFR part 4280, Subpart B include rural small businesses and agricultural producers. The Rural Business-Cooperative Service (RBS) intends to revise 7 CFR part 4280, subpart B which includes streamlining application processing; application evaluation criteria, and construction and contracting requirements. | |
