Title: Electric Loans for Renewable Energy 
Abstract: The Rural Utilities Service, an agency of the United States Department of Agriculture, proposes to amend its regulations on services to non-REAct beneficiaries. The rule would propose to implement section 6108 of the Food, Conservation and Energy Act of 2008, (Pub. L. 110-246). This section provides that the Secretary may make electric loans for electric generation from renewable energy resources for resale to rural and nonrural residents. The section further provides that the loans shall be made at an interest rate equal to the average tax-exempt municipal bond rate of similar maturities.
