Title: ●Inspection and Weighing of Grain in Combined and Single Lots | |
Abstract: GIPSA is proposing to revise the regulations about the official grain inspection and weighing service procedures that GIPSA's Federal Grain Inspection Service performs under the authority of the United States Grain Standards Act (USGSA) as amended. Specifically, GIPSA proposes to revise the USGSA regulations to address grain shipped in containers by adding procedures to establish composite and average grades for grain shipped in multiple containers and certified as to grade on one certificate; limit the number of containers that can be averaged or combined into a single lot; indicate the average/composite method on a certificate; restrict the inspection and weighing of container lots to the official service provider's area of responsibility; specify a 60-day retention period for file samples representing container lots; require the application for shiplot inspection to include tolerances or inspection conditions as required by the contract; mandate the use of qualifying statements on inspection certificates for lots graded on average quality basis; and align weighing certification procedures for container lots with those for inspection certification procedures. | |
