Title: Supplemental Nutrition Assistance Program: Privacy Protections of Information From Applicant Households
Abstract: This interim rule is to codify the privacy protection provisions of section 4120 of the Farm Bill of 2008 into 7 CFR part 272.1(c). The Farm Bill provision clarifies the act's privacy protections to ensure that those receiving confidential information from applicant households for legitimate reasons are not free to make other uses of that information or to retransmit it to third parties. The amended regulations will bar use of this information by persons having access for any purpose other than program administration and enforcement activities. It will also make clear that applicants' information may be used to comply with requirements for certifying schoolchildren as eligible for free school meals based on their family's eligibility for food and nutrition assistance benefits. Confidential information would continue to be unavailable to the general public and others not having a legitimate reason relating to program administration (09-002).
