Title: Pipeline Safety: Enforcement of State Excavation Damage Laws | |
Abstract: PIPES Act provides PHMSA with the authority to enforce excavation damage laws in those states who have inadequate enforcement. This rulemaking responds to that authority by seeking comments on standards for excavators and operators to follow when conducting excavation in a vicinity of a pipeline and also on the administrative procedures to be used for enforcement proceedings. | |
