Title: Asparagus Market Loss Assistance Payment (AMLAP) Program | |
Abstract: The 2008 Farm Bill authorizes the Secretary of Agriculture to make payments to producers of the 2007 crop of asparagus for market loss resulting from imports during the 2004 through 2007 crop years. We are implementing new regulations for this new program. The Asparagus Market Loss Assistance Payment (AMLAP) Program will utilize $15 million of Commodity Credit Corporation funds to make payments to asparagus producers. Of the amount available, $7.5 million will be used to make payments to producers of asparagus for fresh market, and the other $7.5 million will be used to make payments to producers of asparagus for the processed or frozen market. The direct cash payments to asparagus producers will be based on the reduction in revenue received by asparagus producers associated with imports during the 2004 through 2007 crop years on each farm unit. A particular farm will be eligible for a payment based on reported loss of revenue, with a maximum eligible payment quantity equal to the average quantity of the 2003 crop of asparagus produced per farm. | |
