Title: Implementation of the 2010 National Ambient Air Quality Standard for Ozone, Waiver of Stage II Vapor Recovery Requirements and Anti-Backsliding Requirements for the Section 185 Fee Program
Abstract: This action would establish rules and policies for implementing the 8-hour ozone national ambient air quality standard (NAAQS) established through a final action reconsidering the 2008 8-hour ozone standard. This implementation rule would addresses the classification system for designated nonattainment areas, anti-backsliding requirements for the 1997 ozone standard, and the implementation requirements under the Clean Air Act, title I, part D, subparts 1 and 2 as they would apply to a final 2010 standard, including requirements for attainment demonstrations, reasonable further progress, reasonably available control technology (RACT), reasonably available control measures (RACM), nonattainment new source review (NSR), emission inventory, and others. In addition, it would address the timing of SIP submissions, compliance periods, and attainment dates, and would address other implementation topics.
