Title: Implementation of the New Source Review Program for Particulate Matter Less Than 2.5 Micrometers--Repeal of Grandfathering Provision and End Early the PM10 Surrogate Policy 
Abstract: This final will (1) repeal the grandfathering provision for particulate matter less than 2.5 micrometers (PM2.5) contained in the federal Prevention of Significant Deterioration (PSD) regulations at 40 CFR 52.21, and (2) end the use of EPA’s PM10 Surrogate Policy as an interim means of satisfying the PM2.5 requirements in state PSD programs.
