Title: High Production Volume Chemicals; 4th Group of Chemicals; Test Rule and Significant New Use Rule 
Abstract: EPA is proposing a test rule under section 4(a)(1)(B) of the Toxic Substances Control Act (TSCA) and a significant new use rule (SNUR) under section 5(a)(2) of TSCA for the fourth group of high production volume (HPV) chemicals identified under the HPV Program (see RIN 2070-AD16). Of the 45 chemicals in the fourth group of HPV chemicals, currently the test rule is expected to apply to 23 chemicals. The SNUR is expected to include the other 22 chemicals. HPV chemicals are manufactured (including imported) in the aggregate at more than 1 million pounds on an annual basis. For the chemical substances to which it applies, the SNUR would require persons who intend to manufacture, import, or process the chemical substances for an activity that is designated as a significant new use by this proposed rule to notify EPA at least 90 days before commencing that activity. This required notice would provide EPA the opportunity to evaluate intended significant new uses and associated activities before they occur and, if appropriate, to prohibit or limit those uses or activities.
