Title: Guide and Service Dogs 
Abstract: Pursuant to 38 U.S.C. 1714(b) and (c), VA may provide to veterans enrolled under 38 U.S.C. 1705 guide dogs trained for the aid of people who are blind and service dogs for the aid of the hearing impaired or persons with spinal cord injury or otherwise impaired mobility. Under section 1714(d), VA is authorized to provide certain travel expenses related to such dogs. This regulation would authorize certain monetary benefits related to the provision of a guide dog. This regulation would also provide similar benefits related to the provision of a service dog, which have not previously been recognized by VA regulation.
