Title: Competitive and Noncompetitive Non-Formula Federal Assistance Programs--General Award Administrative Provisions and Biomass Research and Development Initiative (BRDI) 
Abstract: NIFA is proposing to add subpart K to 7 CFR 3430 for the Biomass Research and Development Initiative (BRDI) authorized under section 9008 of the Farm Security and Rural Investment Act of 2002 (FSRIA), which was amended by the Food, Conservation, and Energy Act of 2008 (FCEA). The purpose of this program is to establish and carry out a jointly administered Biomass Research and Development Initiative to carry out research on and development and demonstration of biofuels and biobased products, and the methods, practices, and technologies for the production of biofuels and biobased products. In carrying out this program the Secretary of Agriculture and the Secretary of Energy are authorized to competitively award grants, contracts, and financial assistance to, or enter into with, eligible entities. Subpart K of 7 CFR 3430 will provide the specific provisions for the BRDI (e.g., applicability of regulations, purpose, definitions, eligibility, project types and priorities, funding restrictions, matching requirements, and other sections, as appropriate).
