Title: Reinstatement of Rural Utilities Service Direct Lending 
Abstract: The Rural Utilities Service will amends its regulations regarding the types of available loan programs to implement section 6102 of the Food, Conservation, and Energy Act of 2008 which reinstates the agency's direct lending program as a substitute for the Federal Financing Bank Loan Guarantee Program but leaves in effect the agency's authority to guarantee loans made by other lenders as well as authority to accommodate or subordinate liens.
