Title: ●Revisions to the Regulations Issued Under the Packers and Stockyards Act (P&S Act) Regarding Requirements for Filing Tariffs 
Abstract: GIPSA is proposing to revise section 201.17 of the regulations issued under the P&S Act regarding the requirements for filing tariffs. Specifically, GIPSA plans to propose to amend section 201.17(a) and (c) for clarity by deleting references to supplements and amendments, and by requiring that the schedule of rates and charges contain an effective date, rather than designation by successive numbers. GIPSA also plans to propose removing the 10-day filing and notice waiver for schedules in section 201.17(b) that provide for feed charges based on an average cost plus a specified margin. As a matter of policy, GIPSA no longer reviews these schedules before they are posted at the stockyard. In addition, GIPSA plans to propose deleting in section 201.17(b) the reference to average feed costs from the notice requirement because we believe that regulatory language is overly prescriptive and unnecessary. In addition, because section 306(a) of the P&S Act does not apply to veterinary services, we also plan to propose deleting from section 201.17(c) the regulatory language regarding the waiver of the 10-day filing and notice requirement for a schedule of charges for professional veterinary services.
