Title: Review of Major Changes in Program Design and Management Evaluation Systems 
Abstract: The Food and Nutrition Service (FNS) proposes to amend 7 CFR part 275 to codify section 4116 of the Food, Conservation, and Energy Act of 2008. This section, Review of Major Changes in Program Design, requires the Secretary to develop standards for identifying major changes in the operations of a State agency that administer SNAP. The statute provides that if a State agency implements a major change in operations, it must notify the Secretary and collect information that would identify and correct any adverse effects on program integrity or access. This regulation would implement the statutory provision by defining a major change in program design and identifying the standards that would trigger a State's requirement to notify FNS of these changes and the data that the State would be required to provide. In addition, FNS proposes discretionary changes to 7 CFR part 275 to update management evaluation systems regulations. The regulation would propose streamlining the requirements for Federal and State reviews of State agency operations. It also proposes to revise the definitions of large, medium and small project areas. This would provide FNS and State agencies flexibility to better target scarce resources, and conduct more effective reviews while maintaining the integrity of the program (08-005).
