Title: ●Supplemental Nutrition Assistance Program Employment and Training: Outcome Performance Measures | |
Abstract: This rule will establish outcome performance measures for the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) Program and require the reporting of this information. Currently, State agencies may report E&T program outcome information in their E&T plan (see Part I(A)(8) of the E&T Handbook on Preparing E&T Plans, revised 2003), but they are not required to do so. USDA Office of Inspector General (OIG) audit entitled "Food Stamp Employment and Training Program" (OIG #27601-16-At), released March 31, 2008, determined that FNS did not establish performance measures to determine the success of the E&T program. Recommendation one of this audit was that FNS establish performance measures for the SNAP E&T Program and require States to submit performance data to determine if the program is meeting desired results. This rule will bring closure to an outstanding audit recommendation. The Government Performance and Results Act (GPRA) of 1993, requires that performance indicators be used to measure the outcome of the government program. Section 16(h)(5) of the 2008 Food and Nutrition Act (the Act) provides that the Secretary shall monitor the employment and training (E&T) programs carried out by State agencies under section 6(d)(4) of the Act to measure their effectiveness in terms of the increase in the numbers of household members who obtain employment and the numbers of such members who retain such employment as the result of their participation in such E&T programs. Tribal organizations will be impacted only if they administer a SNAP E&T program. Currently no tribal organizations are doing this. | |
