Title: Automated Data Processing and Information Retrieval System Requirements
Abstract: This rule will amend the regulations governing the Supplemental Nutrition Assistance Program (SNAP) to implement section 4121 of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-246) (FCEA). This provision adds plans for proper testing to the criteria USDA must apply when deciding whether to approve Federal funding for new State automated systems, including pilot projects in limited areas for major system changes. This rule will also revise the SNAP regulations throughout 7 CFR part 277.18 (Establishment of an Automated Data Processing and Information Retrieval System) to provide clarifications and updates, which have occurred since this section was last updated in 1996. In addition, it will remove appendix A to 7 CFR part 277 (Principles for Determining Costs Applicable to Administration of the Food Stamp Program by State Agencies) and relocate the few sections which need to be retained into other areas within 7 CFR part 277 (09-011).
