Title: Amendment 2 of the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species 
Abstract: This action implements the preferred alternative under Amendment 2 of the Pacific Fishery Management Council's (Council) Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS FMP). Amendment 2 revises part of the HMS FMP to ensure that it is consistent with new guidelines to meet the objectives of MSA National Standard 1 in order to more effectively prevent overfishing and rebuild overfished stocks, or stocks that may become overfished. The rule changes the list of Management Unit Species codified in the HMS FMP final rule and modifies the process the Council uses to adopt numerical estimates of maximum sustainable yield, optimal yield, and status determination criteria. Adoption of updated numerical estimates would be submitted as recommendations for NMFS to provide the opportunity for Secretarial review.
