Title: ●Allocation and Disbursement of Royalties, Rentals, and Bonuses—Oil and Gas 
Abstract: The Office of Natural Resources Revenue (ONRR) proposes to amend the regulations on distribution and disbursement of royalties, rentals, and bonuses to include the allocation and disbursement of revenues from certain leases on the Gulf of Mexico Outer Continental Shelf in accordance with the provisions of the Gulf of Mexico Energy Security Act of 2006 (GOMESA). The proposed regulations set forth the formula and methodology for calculating and allocating revenues during the second phase of revenue sharing to the States of Alabama, Louisiana, Mississippi, and Texas, their eligible coastal political subdivisions (CPSs), and the Land and Water Conservation Fund (LWCF). Additionally, the GOMESA Phase-I regulations are being moved from Bureau of Ocean Energy Management (BOEM) to ONRR and minor definitional changes are proposed to these current revenue sharing regulations.
