Title: Wildlife and Fisheries; Clean Vessel Act Grant Program; Financial Assistance | |
Abstract: We propose to revise our regulations that establish requirements for State participation in the Clean Vessel Act Grant Program. The revisions reflect changes in the U.S. Code, improve program management and understanding, and incorporate plain language standards. The national CVA Program provides funds for States to install facilities for boaters to dispose of septic waste from recreational vessels with holding tanks and to provide information and education on the use, location, and benefits of pumpout facilities. The Sport Fishing and Boating Partnership Council, a group chartered by the Federal Advisory Committee Act, published a June 2008 report that identified 30 recommendations for improving the program in the areas of administration, reporting, funding, project maintenance, and operation. The revised regulations will address program topics that will improve management, execution, and participation. | |
