Title: Migratory Bird Permits; Revising Captive-Reared Waterfowl Sale and Disposal Regulations for Muscovy Duck 
Abstract: On March 1, 2010 (75 FR 9316), we revised our captive-reared waterfowl sale and disposal regulations to address issues with muscovy duck. Since that final rule, we have been made aware of issues regarding regulating muscovy ducks that were not raised when our regulations were published for comment in 2008 (73 FR 49626). We will finalize our proposal to revise the regulations governing control of captive-reared waterfowl at 50 CFR 21.14 (permit exceptions for captive-bred migratory waterfowl other than mallard ducks) and section 21.25 (waterfowl sale and disposal permits) to address issues raised.
