Title: Marine Mammals; Humane and Healthful Transport Regulations; Technical Revision 
Abstract: We are revising our humane and healthful transport regulations for marine mammals to require sling flipper slits for cetaceans only, as this requirement is not appropriate for non-cetaceans such as manatees. This change brings U.S. regulations in line with those specified in the International Air Transport Association Live Animal Regulations, the industry standard for animal transportation, and it will correct an inaccuracy in the current regulations.
