Title: Migratory Bird Permits; Take of Golden Eagles in Depredation Areas 
Abstract: We propose to revise the regulations for permits to deal with depredating golden eagles (Aquila chrysaetos). The revisions would address problems with permitting take of golden eagles in depredation areas. The current regulations require USDA APHIS Wildlife Services (WS) to get a permit; however, WS should not be required to get a depredation permit if it is not carrying out the depredation control. The change would require the landowner or State Governor to hold a depredation permit on behalf of multiple landowners. The changes will make treatment of eagle depredation consistent with other WS migratory bird-related activities. We will also correct the regulations to reflect that Animal Damage Control is no longer part of FWS, but is now under WS in USDA.
