Title: ●Depredation Orders for Double-Crested Cormorants at Aquaculture Facilities and for Protection of Public Resources
Abstract: We intend to revise the regulations for double-crested cormorant (Phalacrocorax auritus) management within the United States, by revising the 2003 Environmental Impact Statement on Double-crested Cormorant Management. Under current regulations, control activities are justified and conducted annually at the local level by individuals or agencies operating under depredation permits, the Aquaculture Depredation Order, or the Public Resource Depredation Order. Ultimately, the U.S. Fish and Wildlife Service Director will decide, through the National Environmental Policy Act (NEPA) process, on a national management strategy to replace the existing depredation orders, which will expire June 30, 2014.
