Title: ●Endangered and Threatened Wildlife and Plants; Listing Determination and Critical Habitat Designation for the Dakota Skipper and Poweshiek
Abstract: We will make a listing determination and designate critical habitat for the Dakota Skipper and Poweshiek (Hesperia dacotae and Oarisma poweshiek) pursuant to the Endangered Species Act of 1973, as amended. The Dakota skipper is a small- to mid-sized butterfly that inhabits high-quality tallgrass and mixed grass prairie in Minnesota, North Dakota, and South Dakota in the United States, and the provinces of Manitoba and Saskatchewan in Canada. The species is presumed to be extirpated from Iowa and Illinois and from many sites within occupied States. The Poweshiek skipperling is a small butterfly that inhabits high-quality tallgrass prairie in Iowa, Minnesota, North Dakota, South Dakota, and Wisconsin, and prairie fens in Michigan; it also occurs in the province of Manitoba, Canada. The species is presumed to be extirpated from Illinois and Indiana, as well as from many sites within occupied States. Both species are threatened by degradation of their native prairie habitat from overgrazing, invasive species, gravel mining, and herbicide applications. Inbreeding, population isolation, and prescribed fire threaten some populations.
