Abstract: This rule would establish requirements and standards that apply when coal combustion residues are used during reclamation at a coal mining operation permitted under the Surface Mining Control and Reclamation Act (SMCRA) or used during reclamation at an abandoned coal mining site. This rule would be based on existing authorities in SMCRA and existing permanent program regulations. | |
