L. 373). They do not include amendments passed in 1992 (Pub. L. 102-318) which allowed States to implement an optional total unemployment rate (TUR) trigger mechanism. Until recently, the calculation of the TUR trigger paralleled the calculation of the insured unemployment rate trigger in the original law and truncated digits after the second decimal place expressed as a percentage. This rulemaking proposes a new methodology to calculate the "on" or "off" TUR indicators to determine when EB periods begin and end in a State.
