        <RULE_TITLE>Update to Regulations Governing Administrative Claims Under the Federal Tort Claims Act and Related Statutes</RULE_TITLE>
        <ABSTRACT>The current Department of Labor regulations governing administration of claims under the Federal Tort Claims Act (FTCA) and other statutes that authorize payments for wrongful death, personal injury, and/or property damage have been in place since 1995.  Since that time, experience in administering these regulations has provided a number of ideas of how these regulations may be streamlined, clarified, and improved.  Furthermore, a number of changes have been made to the process whereby such claims are paid.  Finally, the FTCA claims process is also described in two other regulatory sections issued by the Employment and Training Administration in connection with administration of the Job Corps; these sections should be consolidated to improve clarity and consistency with departmental regulations.  In addition, minor clarifications could be made to these regulations in regard to administration of the Federal Employees' Compensation Act in connection with Job Corps enrollees.  This will be issued as an NPRM as well as a direct final rule, which will be effective 60 days after date of publication in the Federal Register, unless we receive a significant adverse comment by 30 days after date of publication in the Federal Register.</ABSTRACT>
