Title: Regulation To Establish No Discharge Zone in California State Waters Under CWA 312(f)(4)(A) | |
Abstract: Based upon a 2005 California law, the State Water Resources Control Board asked EPA to designate California waters as a No Discharge Zone (NDZ) for sewage from cruise ships and ocean-going vessels with adequate holding capacity. The State, local environmental groups, and California delegation all strongly support establishment of such an NDZ, as it would offer additional water quality protection to the California coast. There are two novel aspects of this proposed NDZ. All existing NDZs prohibit all sewage from all vessels; however, the California request applies to only a subset of all vessels. No existing NDZ established under 312(f)(4)(A) applies to all state waters either. Only two NDZs have been established under 312(f)(4)(A): Minnesota Boundary Waters Canoe Area and Florida Keys National Marine Sanctuary. | |
