Title: General Permits and Permits by Rule for the Tribal Minor New Source Review Program | |
Abstract: The Tribal Minor New Source Review (NSR) program applies to new and modified small sources and minor modifications at large sources in Indian Country. The program is implemented through issuance of preconstruction permits that can include, among other requirements, pollutant emission limits for minor sources and voluntary emission limitations on the potential-to-emit of sources that would otherwise be considered major sources. It often uses general permits or permits by rule, which may be applied to a number of similar emission units or stationary sources to simplify permit application and issuance so that a reviewing authority's limited resource needs not be expended for the review of site-specific permits. A general permit or permit by rule may be written to address a single emissions unit, a group of the same type of emissions units, or an entire category of minor sources. General permits and permits by rule offer a cost-effective means of issuing permits and provide a quicker and simpler alternative mechanism for permitting minor sources than the site-specific permitting process. This action proposes general permits for the following five source categories: gas stations, dry cleaners, autobody shops, hot mix asphalt plants, and rock crushing facilities. This action also proposes permits by rule for source categories and a generic permit by rule. | |
